Durable water repellent (DWR) finishes on outdoor apparel, military uniforms, and performance textiles rely heavily on per- and polyfluoroalkyl substances (PFAS), known as 'forever chemicals.' PFAS persist indefinitely in the environment, bioaccumulate in human blood and tissue, and are linked to cancer, thyroid disease, and immune suppression. Over 200 million garments per year are treated with fluorocarbon DWR finishes globally.

EU PFAS universal restriction proposal (ECHA, submitted 2023, expected adoption 2025-2027) would ban all PFAS in textiles. US EPA PFAS Strategic Roadmap targets PFAS elimination. California AB 1817 bans intentionally added PFAS in textiles (effective January 2025). Denmark banned PFAS in food-contact paper (2020). ZDHC Manufacturing Restricted Substances List (MRSL) restricts long-chain PFAS. Bluesign and OEKO-TEX increasingly exclude PFAS chemistries.
